Normally there is no fee if data cannot be recovered. In exceptional cases, where considerable expenses need to be incurred, you may be asked (in advance of any work) if you are prepared to pay these expenses at your own risk.

If your data is valuable, it's best not to try recovery yourself - this can lead to unnecessary loss of data. Be very wary of tools which claim to sort out your hard drive. One program which does more harm than good is the error-checking utility which comes with Windows, and often runs automatically when there is a disk problem - if it tries to run while Windows is starting, hit the SPACEBAR immediately.
